Statute verified

For 2026 the gross collection levy is 18% and the casino entrance levy is US$100.

Both figures come from the Betting and Gaming Levy (Amendment) Act, No. 25 of 2025, certified on 17 December 2025. The IRD type of taxes page still prints 15% and US$50, and is stamped last updated 11-08-2025.

Levy year

Year commencing on or after 1 January 2026. Gross collection levy 18% under s.2(1A)(d), inserted by Act No. 25 of 2025 s.2(1)(c).

Schedule Part I item 8(iii) of the Act sets the annual levy for this class.

Each place you operate from is a separate business under section 3, so the levy is charged once per place.

Rs

Total recovered from the business in a month. Up to Rs 1,000,000 a month, no gross collection levy is due.

Quick presets

No gross collection levy for this place.

Rs 850,000 a month does not exceed Rs 1,000,000, so the proviso to section 2(1A) removes the liability, with Rs 150,000 of room left. The annual levy is still payable, and because no gross collection levy is paid, VAT and SSCL have to be checked on their own thresholds.

Cross-checked two ways

  • Annual levy, resolved from the dated Schedule bands: Rs 75,000 matches.
  • Year total, rebuilt one place of business at a time: Rs 75,000 matches.

When each part is due

  • Annual levy, in four equal instalments: On or before 1 April, 1 July, 1 October and 1 January of that year (s.4(1A))
  • Gross collection levy and casino entrance levy: On or before the end of the first week of the month following the month collected (s.2(1B)(b))
  • Quarterly return of gross collection: By 20 April, 20 July, 20 October and 20 January, for the quarter just ended (s.2(1B)(a) with s.2(1D)(b))
  • Registration with the Department of Inland Revenue: Within one month of the casino licence being issued, or of the bookmaker business commencing (s.2A(1A) and s.2A(1B))

How it works

The Betting and Gaming Levy Act, No. 40 of 1988 charges three separate amounts, and the calculator adds them for one levy year. Nothing here is an estimate: each figure has a section of the Act beside it.

1. The annual levy

Section 2(1) charges a fixed amount set out in the Schedule, which Act No. 11 of 2023 replaced in full. From a year commencing on or after 1 April 2023 it is Rs 500,000,000 for a business of gaming, Rs 5,000,000 for a bookmaker operating through an agent or via internet, Rs 1,000,000 with live telecast facilities and Rs 75,000 without them. Section 3 deems a business carried on in different places by the same person to be a separate business in each place, so the amount is charged once per place rather than once per company. Section 4(1A) splits it into 4 equal instalments due on or before 1 April, 1 July, 1 October and 1 January. A business that starts on or after 1 October of a year pays half the levy for that year, under the proviso to section 2(1), which is the checkbox in the calculator.

2. The levy on gross collection

Section 2(1A) charges a rate on the total recovered from the business each month. Act No. 25 of 2025 closed the 15 per cent band at years ending before 1 January 2026 and inserted a new paragraph (d) at 18 per cent for any year commencing on or after that date. The proviso to the subsection removes the liability where gross collection does not exceed Rs 1,000,000 a month, and because each place is a separate business, the threshold is tested per place. The formula is simply monthly gross collection x rate, with nothing payable at or below the threshold. A business that does pay this levy is not liable to VAT, NBT or SSCL on the same collection, under the first proviso. A business under the threshold gets no such exclusion, so it has to test the VAT registration threshold and the SSCL threshold on their own terms.

3. The casino entrance levy

Section 2(1AA) makes a business of gaming collect a levy from people entering and pay it over with the monthly gross collection levy. Act No. 11 of 2023 narrowed it to a person who is a citizen of Sri Lanka from 1 April 2023, at US$50, and Act No. 25 of 2025 substituted US$100 for that figure. It may be paid in US dollars, an equivalent amount of any other convertible foreign currency, or in rupees. One drafting point the calculator is explicit about: the 18 per cent rate carries its own commencement date in the Act, while the US$100 substitution carries none, so it operates from the date of operation of Act No. 25 of 2025, certified on 17 December 2025. Both figures are shown with their dates rather than collapsed into one date.

4. Penalties, returns and registration

Section 4(3)(c), inserted by Act No. 11 of 2023, charges 10 per cent of a defaulted gross collection or entrance levy, then a further 10 per cent for each further period of 30 days or part of one once 30 days have expired, and caps the total at 50%. A defaulted annual levy instalment is different: section 4(3)(b) charges 33 and one third per cent for each monthly period, capped at 100 per cent. Section 4(3A) lets the Commissioner-General reduce or waive a penalty, so the numbers are the statutory maximum. The quarterly return is due by the 20th of the month after the quarter ends. Section 2A requires registration with the Department of Inland Revenue within one month of the casino licence being issued, or of a bookmaker business starting, with a fine of up to Rs 10,000,000 for carrying on without registering.

Worked examples

One licensed casino, calendar year 2026

Gaming, 1 place, Rs 250,000,000 gross collection a month, 400 citizens entering a month, USD/LKR 302

  1. Annual levy: Rs 500,000,000 (Schedule Part II item 7)
  2. Quarterly instalment: 500,000,000 / 4 = Rs 125,000,000
  3. Gross collection levy: 250,000,000 is above the threshold, so 0.18 x 250,000,000 = Rs 45,000,000 a month
  4. Over the year: 45,000,000 x 12 = Rs 540,000,000
  5. Entrance levy: 400 x US$100 = US$40,000 a month, US$480,000 a year
  6. In rupees: 480,000 x 302 = Rs 144,960,000
  7. Total: 500,000,000 + 540,000,000 + 144,960,000 = Rs 1,184,960,000
  8. At the old 15 per cent and US$50 the same year would have cost about Rs 162,480,000 less

Two betting shops under the threshold

Bookmaker without live telecast, 2 places, Rs 850,000 gross collection a month a shop

  1. Annual levy: Rs 75,000 per place (Schedule Part I item 8(iii)) x 2 = Rs 150,000
  2. Quarterly instalment: Rs 37,500, that is Rs 18,750 a shop
  3. Gross collection levy: 850,000 does not exceed Rs 1,000,000, so the proviso to section 2(1A) applies. Rs 0
  4. Entrance levy: not a business of gaming. Rs 0
  5. Total for the year: Rs 150,000
  6. No gross collection levy is paid, so VAT and SSCL must be checked separately

Online bookmaker, one month paid 65 days late

Bookmaker via internet, 1 place, Rs 12,000,000 gross collection a month, 2026

  1. Annual levy: Rs 5,000,000 (Schedule Part I item 8(i)), instalment Rs 1,250,000
  2. Gross collection levy: 0.18 x 12,000,000 = Rs 2,160,000 a month, Rs 25,920,000 a year
  3. Penalty, opening 10 per cent: Rs 216,000
  4. Days beyond 30: 65 - 30 = 35, which is 2 further periods of 30 days counting the part period
  5. Further 10 per cent x 2: Rs 432,000
  6. Penalty: 216,000 + 432,000 = Rs 648,000, against a 50 per cent cap of Rs 1,080,000, so the cap does not bite
  7. To settle that month: 2,160,000 + 648,000 = Rs 2,808,000
  8. Total for the year including the penalty: Rs 31,568,000

Edge case: exactly at the threshold, and a late start

Bookmaker with live telecast, 3 places, Rs 1,000,000 gross collection a month a shop, business started on 15 October 2026

  1. Gross collection levy: the proviso spares a business whose collection 'does not exceed one million rupees per month', so exactly Rs 1,000,000 is still inside it. Rs 0
  2. One rupee more would make the whole Rs 1,000,001 chargeable: 0.18 x 1,000,001 = Rs 180,000.18 a month
  3. Annual levy: Rs 1,000,000 per place x 3 = Rs 3,000,000
  4. Started on or after 1 October, so the proviso to section 2(1) halves it: Rs 1,500,000
  5. Quarterly instalment: Rs 375,000
  6. Total for the year: Rs 1,500,000

Annual levy by business type, from 1 April 2023

Charged once for every place the business is carried on, and paid in four equal instalments.

What this calculator does not cover

  • Income tax on the operator's profits. The levy sits beside corporate income tax, which the income tax tools handle.
  • The licence fee under the Casino Business (Regulations) Act, No. 17 of 2010. A business of gaming must hold that licence before it registers with IRD, but the fee is set under a different Act.
  • Tax on a player's winnings. No Sri Lankan provision has been cited for it, so this page does not guess at one.
  • Levy years commencing before 1 April 2023. The rate history above names the earlier rates, and the calculator computes the two current bands.
