How it works

The National Vocational Qualifications (NVQ) Framework is Sri Lanka's national qualifications ladder for TVET (Technical and Vocational Education and Training). It is owned by the Tertiary and Vocational Education Commission (TVEC), established under the Tertiary and Vocational Education Act No. 20 of 1990. The framework runs from Level 1 (entry operative) to Level 7 (bachelor's-degree equivalent), with each level defined by an award title, an occupational descriptor, a credit-value range, and an academic-system equivalent.

This lookup is a deterministic decision tree against the published TVEC level descriptors — there is no floating-point calculation. When you enter a TVET qualification (mode “I have a TVET qualification”), the tool maps your award type to a TVEC level using the four-row Operations Manual table:

  • National Certificate → NVQ 1–4 (disambiguated by course length in months)
  • National Diploma → NVQ 5 (technician grade)
  • National Higher Diploma → NVQ 6 (higher diploma)
  • Bachelor of Technology → NVQ 7 (bachelor's equivalent)

For the National Certificate band, course duration is the disambiguator. The TVEC NC duration table is: under 6 months → NVQ 1; 6 to 11 months → NVQ 2; 12 to 23 months → NVQ 3; 24 months or more → NVQ 4 (the standard full-trade craftsman exit). The 12-month and 24-month boundaries are inclusive at the lower end of the next level, which matches how TVEC phrases the framework. If you don't enter a duration, the tool falls back to the institution's most common NC level (NAITA / DTET / SLIATE = NVQ 4; VTA / Private / Other = NVQ 3) and flags the confidence as low.

Each result is independently cross-checked against the TVEC credit-value range for that level: NVQ 1 is roughly 15–30 credits and climbs through 30–60 (L2), 60–100 (L3), 100–150 (L4), 150–200 (L5), 200–270 (L6), and 270–360 at NVQ 7. The verification helper verifyLevelByCreditRange() confirms the range is monotonic and non-empty before the result is rendered — the same “verified by independent formula” pattern used in our tax calculator.

Academic equivalence rows

The academic-system equivalent next to each NVQ level is the TVEC framework's own correspondence to the Sri Lankan school and higher-education system. It is the column that does the real work for employers and admissions offices: NVQ 4 = GCE A/L pass (used by SLIATE for HND entry), NVQ 5 = Diploma (used by UGC for the alternative degree-entry route), NVQ 6 = Higher Diploma (standard SL public-sector supervisory grade), NVQ 7 = Bachelor's degree (used by UGC for postgraduate entry). The equivalence is an alignment, not an automatic credit transfer — each downstream institution sets its own admission criteria on top of the framework match.

Salary bands and job titles

Indicative monthly salary bands per level blend the Department of Labour wage-board minimums (which set the floor for many TVET-aligned occupations) with observed Colombo private-sector ranges for early 2026. Job-title suggestions are drawn from TVEC's occupational-standards documents (one per industry sector, published by the National Industry Sector Skills Councils) and trimmed to the three to five most-recognised role names at each level. Where you pick a field of study (IT, automobile, electrical, construction, etc.) the tool returns field-specific role titles in place of the generic level fallbacks.

Next-step pathway

The pathway block always shows the same three rungs up to NVQ 7: a Level 5 (National Diploma) target via SLIATE / NAITA / DTET, a Level 6 (National Higher Diploma) target via SLIATE, and a Level 7 (Bachelor of Technology) target via OUSL or a recognised B.Tech provider. Duration estimates compose linearly — from NVQ 4 you reach NVQ 5 in about a year (HND foundation), NVQ 6 in about two more, and NVQ 7 in another 1–2 years of B.Tech bridging. What this tool is not

Three things are deliberately out of scope. (1) International qualification equivalence — Sri Lankan NVQ broadly aligns with the European Qualifications Framework but a formal mapping to UK QCF, Australian AQF, or US ACE requires a credential evaluation, which this tool does not perform. (2) Company-specific salary lookups — the tool shows an indicative band per level, not a per-role market rate. (3) UGC degree-admission probability — the tool tells you whether your NVQ level qualifies you to apply via the alternative entry route, but the actual admission decision depends on competitive cutoffs published each cycle; see the linked UGC Admission Handbook.
