How it works

A domestic water purifier arriving in Sri Lanka is filtering/purifying apparatus for liquids, classified under HS heading 84.21 — subheading 8421.21 is the dedicated line "for filtering or purifying water," covering reverse-osmosis (RO) units, UV/UF purifiers, gravity candle filters, carbon pitchers and whole-house systems alike. Because it is filtration apparatus — a housing, membrane or cartridge, and (for RO/UV) a pump or lamp — rather than a finished electrothermic durable of HS 85.16, it typically sits in the lower machinery/apparatus duty band. The levies build on the CIF (Cost + Insurance + Freight) value declared on your invoice, applied in this statutory order:

  1. Customs Import Duty (CID) = CIF × 15% — the general-duty band for HS 8421 filtering/purifying apparatus.
  2. CESS = CIF × 0% by default — the EDB export-development levy is frequently nil on filtration apparatus. This is the rate you can override in the advanced panel if a fresh gazette lists one.
  3. PAL (Ports & Airports Development Levy) = CIF × 10% under PAL Act No. 18 of 2011.
  4. SSCL (Social Security Contribution Levy) = (CIF + CID + CESS + PAL) × 2.5% under Act No. 25 of 2022 — charged on the CIF plus the three prior levies, but not on VAT.
  5. VAT = (CIF + CID + CESS + PAL + SSCL) × 18% — the IRD's standard rate, charged last on the full cumulative base.

A water purifier carries no Excise (Special Provisions) Duty — that line applies to goods like liquor, vehicles and refrigerant-charged air conditioners, not to a filtration assembly — so the cascade above is the complete stack.

The shortcut multiplier

Every levy is proportional to the CIF value, so the five charges collapse into a single multiplier. At the default HS 8421.21 rates (CESS 0%) that multiplier is CIF × 0.511875 (51.19%). Multiply your CIF in rupees by that number and you have the total import tax. CIF versus FOB pricing

The price basis matters. A CIF quote already bundles freight and insurance, so the figure you enter is taxed directly. A FOB quote is the goods only; Customs adds the shipping and insurance you paid to reach the assessable value, so the tool asks for freight and insurance separately and adds it before any levy is applied. Getting this right matters — leaving freight out of an FOB import understates the tax on the shipping you actually paid.

Is it worth importing?

Because the effective rate is about 51% of CIF, a low overseas sticker price often lands close to — or above — the local shelf price. That matters for the many North-Central and dry-zone households that rely on RO filtration. Enter the price of the same purifier in a Sri Lankan shop in the advanced panel and the tool compares it against the landed cost, flagging whether importing saves money. Remember the comparison stops at the statutory levies: clearing-agent fees, demurrage and inland transport are on top and can erase a thin margin.

Edge cases the calculator handles

A CIF of zero returns zero tax with no divide-by-zero in the effective-rate figure. Prices in a foreign currency are converted at the exchange rate you enter before any tax is applied, matching the order Customs uses on its own worksheet — set the Customs gazetted weekly rate for the tightest estimate. Quantity multiplies the CIF and reports a per-unit landed cost, and quantities above 100 fall outside scope because a wholesale lot gets a case-by-case valuation from Customs that depends on country of origin and any preferential trade-agreement coverage.
