How it works

COMPASS — the Complementarity Assessment Framework — is the second stage of a Singapore Employment Pass application. After a candidate clears the qualifying-salary floor (stage one), the Ministry of Manpower scores the application on a points system. The pass mark is 40 points. This tool mirrors the structure of MOM's official Self-Assessment Tool and reconciles against its published point bands.

Four foundational criteria each award 0, 10 or 20 points:

  • C1 Salary— your fixed monthly salary against local PMET salaries in the firm's sector, benchmarked by age: below the 25th percentile → 0, 25th to under 65th → 10, 65th percentile or above → 20.
  • C2 Qualifications — none or unassessed → 0, a recognised degree-equivalent → 10, a top-tier institution → 20.
  • C3 Diversity— share of the firm's PMETs who share your nationality: 25% or more → 0, 5% to under 25% → 10, under 5% → 20.
  • C4 Local workforce support— the firm's local-PMET share versus its industry: bottom third → 0, middle third → 10, top third → 20.

Two bonus criteria can lift the score further: C5 Skills bonusadds +20 when the job is on the current Shortage Occupation List — but MOM halves this to +10 if your nationality already makes up a third or more of the firm's PMETs, so the bonus rewards genuine complementarity. C6 Strategic Economic Priorities adds +10 when the firm partners with the government on eligible innovation or internationalisation activities. The total is C1 + C2 + C3 + C4 + C5 + C6, and the application passes when it reaches 40.

Two salary gates run before scoring. If the fixed monthly salary is S$22,500 or more, the application is exempt from COMPASS and the 40-point test is skipped. If it is below the EP qualifying floor — S$5,600 in the general sector, S$6,200in financial services, both rising with age — the candidate is not EP-eligible on salary yet, so the COMPASS score is moot until the salary is raised. The tool flags both cases. Worked examples

Case 1 — Colombo software engineer, strong profile

  1. Salary S$6,500 in the 65th-percentile band → C1 = 20
  2. UCSC degree, recognised degree-equivalent → C2 = 10
  3. Sri Lankans are <5% of firm PMETs → C3 = 20
  4. Firm in the middle third for local support → C4 = 10
  5. Software role on the Shortage Occupation List (<5% share) → C5 = +20
  6. Total = 20 + 10 + 20 + 10 + 20 = 80 → PASS (≥ 40)

Case 2 — mid-salary accountant, no bonuses

  1. Salary S$5,800 in the 25th–65th band → C1 = 10
  2. Degree-equivalent qualification → C2 = 10
  3. Nationality is 5%–<25% of firm PMETs → C3 = 10
  4. Firm in the bottom third for local support → C4 = 0
  5. Not on the Shortage Occupation List, no C6 → 0
  6. Total = 10 + 10 + 10 + 0 = 30 → DOES NOT PASS (< 40)
  7. Gap hint: a Shortage-Occupation-List role alone (+20) reaches 50.

Case 3 — C5 halving edge case

  1. Salary S$6,500 in the 65th-percentile band → C1 = 20
  2. No assessed qualification → C2 = 0
  3. Same nationality is 1/3 or more of firm PMETs → C3 = 0
  4. Firm in the bottom third → C4 = 0
  5. On the Shortage Occupation List, but nationality ≥ 1/3 halves it → C5 = +10
  6. Total = 20 + 0 + 0 + 0 + 10 = 30 → DOES NOT PASS
  7. Without the halving this would read 40 — a false pass. The 1/3 rule matters.
