CIDA Grading Sri Lanka — Grade & Registration Fee Calculator

CIDA registration is a screening process, not a licence you buy. The Authority grades a contractor on financial capability, technical staff, plant and machinery, and experience in the relevant field, and the grade it awards carries a financial limit — the value of the largest single contract that contractor may take on. Because the Treasury requires procuring entities to specify a grade, that limit is what decides whether you can bid at all. The calculation above has four steps, and none of them estimates anything.

1. Pick the ladder. CIDA publishes five, not four: Main (C), E&M (EM), Specialised (SP-C), Piling pre-cast, Piling bored. Piling is printed as two separate ladders — pre-cast and bored cast in-situ — with different bands and different fees, so this tool keeps them apart. Within the Main ladder all nine specialities — Building, Highway, Bridge, Water Supply and Sewerage, and the rest — share one set of limits, so the speciality changes the field of work, never the fee.
2. Match the value to a band. CIDA prints each band as an inequality — C4 is 300 ≥ X > 100 — with the upper bound closed and the lower bound open. So the rule is: the matching grade is the lowest grade whose upper limit is at or above the contract value, and a value sitting exactly on a boundary resolves downwards. Rs 600 million is C3, not C2. Every boundary is a round number a reader is likely to type, so each one is pinned by an executable check. Pre-cast piling is the one exception: its band is printed X ≥ 100, with an inclusive lower bound and nothing published below it, and the tool says so instead of inventing a grade.
3. Add the fees. Each grade carries a one-off application processing fee and a registration fee per year, both published exclusive of VAT. The total is processing + (annual × years) + record book, then × 1.18. VAT is the statutory 18% rate, read from the same module behind the VAT calculator. Record Book changes — a name change, a change of company status, a book whose pages have filled up — are a separate published fee, charged in two columns: one for grades up to C5 / EM2 / SP2 / GP-B2, the other for C4 and above, GP-B1, GP-P, EM1 and SP1.
4. Report the headroom. For a finite ceiling the tool subtracts the contract value from it, so you can see how much of the band a job uses up. For CS2, EM1, SP1, GP-B1 and GP-P, which have no published upper limit, it says so rather than printing a number.

Two things this tool will not do. It does not predict whether CIDA will award you a grade — those point-system thresholds sit in the priced Guidelines document CIDA/ID/10 and are not published. And it does not price expedited processing: CIDA says the surcharge exists and varies by grade, without publishing the amounts.

Both the band table and the fee arithmetic are checked against a second implementation written straight from the printed inequality strings, across every band edge of every ladder and each side of it. 40/40 checks pass, including the worked examples below.

CIDA publishes the fee per year and a validity of 3 years, without stating on that page whether the cycle is invoiced upfront. Treat the right-hand column as the 3-year cost at the published annual rate and confirm the payment schedule with CIDA's Development Division.

Every fee here is exclusive of VAT. The two columns are CIDA's own split by grade.

All copies of documents submitted are to be certified by a Notary Public or a lawyer.The calculator above prices the name, company-status and new-book rows. It leaves out “Loss of Record Book”, because CIDA's grid lists three issue numbers in the left column and only two in the right, so a first-issue duplicate cannot be priced in the right-hand column without inventing the missing cell.

• Registration runs for 3 years from the date it is granted, then has to be renewed.
• CIDA quotes 2 weeks to process an application for C6 and above, and 7 working days for the grades below it.
• Processing can be expedited for an extra fee that CIDA says depends on the grade. The amounts are not published, and a copy of the tender notice has to be submitted with the request.
• The applicant company must be registered in Sri Lanka — with the Registrar of Companies or a Provincial Secretary — and at least 51% owned by Sri Lankan nationals.
• Grading is a capability assessment, not a purchase. CIDA scores financial capacity, technical staff, plant and experience against its Guidelines for Grading of Construction Contractors (CIDA/ID/10), which is sold at the CIDA Information Centre and not published online.
• Forms and guidelines are bought at the Information Centre on the ground floor of CIDA head office, Savsiripaya, 123 Wijerama Mawatha, Colombo 07, and the completed application is handed back there.
• Minimum 51% Sri Lankan ownership applies to this scheme. Foreign construction contractors register under a separate CIDA scheme with its own fee table, which this page does not cover.

The schedule changes only when CIDA reissues it, so this page is re-checked every six months and after any CIDA fee revision.
