Sri Lanka Pension Life Certificate 2027 — Deadline & Form
Every Sri Lankan government pensioner must prove they are alive once a year, between 1 December and 31 March. This tool tells you how many days are left, which of the three submission routes applies to you, and exactly what to take with you. No signup, no details collected, sources cited below.
How it works
There is no arithmetic to argue about here, which is the point: the life certificate window is fixed by circular, and almost everyone who loses a payment loses it to the route, not the date. The engine behind this page does two things, date arithmetic over a statutory window, and a decision table lifted line by line from the published rules.
The window
For a certificate year Y:
- window opens = 1 December of Y − 1
- deadline = 31 March of Y (the day itself counts)
- certificate expires = 1 December of Y
The Divisional Secretariat's Payment of Pensions page states the period directly, “must be submitted every year between 1 December and 31 March” with a “hard deadline: 31 March each year”. The expiry date is printed on the Department's own form (“This Certificate expires on 01/12/2026”), which is also why the next year's window opens on exactly that day: there is no gap in cover.
Window length is computed, never stored, because February moves. For 2027 the window is 121 days; the 2028 window is 122 days because 2028 is a leap year. Day counts in the status banner include both end days when they answer “how long do I have”, and are a plain difference when they answer “how far away”.
As a cross-check, the page rebuilds the same window a second way, from the expiry line printed on the form alone, with the certificate year thrown away. Expiry 1 December 2027 implies deadline 31 March 2027 and a window that opened 1 December 2026. The two derivations agree for every year this tool covers.
The route
The Divisional Secretariat publishes a four-tier rule for pensioners who leave the country, and the tool implements it exactly:
- Up to six months, personal reason, not a foreign pensioner. The pension continues through the Divisional Secretariat and the certificate goes through the Grama Niladhari as usual. This is the one people get wrong.
- Six months to two years, personal reason, still paid through the Divisional Secretariat, but the certificate is certified by the nearest Sri Lanka mission, which forwards it home.
- Under two years on government service, same as above: mission certifies, Divisional Secretariat pays.
- Over two years, or any length with dual or foreign citizenship , the pension transfers to the Foreign Pensions Division, and the Pensions Circular No. 01/2018 Life / Residence Certificate format applies. Tell the Divisional Secretariat at least two months before you leave.
A pensioner who cannot attend in person gets an addendum rather than a different route: on the in-country route the Grama Niladhari may submit on their behalf with a medical certificate from a recognised institution and a countersignature; on the foreign form the attesting officer records the reason for the pensioner's absence.
What this page refuses to tell you
Two things are deliberately missing. First, there is no April grace periodin the engine. Secondary write-ups describe a 30 April window for replacing an incomplete certificate and a May payroll as the first one suspended; neither figure appears in the Department's form or the Divisional Secretariat's page, and pensions.gov.lk was unreachable from this server on 2026-10-03. So the tool models three dated states and says only what the sources say: payment is temporarily suspended, and is reinstated when a valid certificate is accepted.
Second, the bank fingerprint route is shown as a note, not a branch. Several banks verify a pensioner by fingerprint at the counter, which skips the form entirely, but every source for it is a bank press release and their branch counts contradict each other. Rather than invent an eligibility rule, the tool prints what the banks claim, links the releases, and tells you to ask your own branch or call 1970.
Worked examples
The three routes at a glance
| Situation | Route | Who certifies |
|---|---|---|
| Living in Sri Lanka | Grama Niladhari → Divisional Secretariat | Grama Niladhari (signature + official stamp) |
| Abroad up to 6 months, personal reason | Grama Niladhari → Divisional Secretariat | Grama Niladhari. You are not a foreign pensioner |
| Abroad 6 months – 2 years, or under 2 years on service | Mission certifies → forwards to your Divisional Secretariat | The nearest Sri Lanka mission |
| Abroad over 2 years, or dual / foreign citizenship | Foreign Pensions Division (Life / Residence Certificate) | Competent Authority of the mission, or an Authorised Officer |

Every date, document and route on this page was read from those sources on 2026-10-03. The window dates are rechecked each November, before the 1 December 2026 opening, and whenever the Department publishes a new certificate format.
