Sri Lanka Teachers' Service Efficiency Bar Exam Checker

The Efficiency Bar system in this page is barely a year old. Gazette Extraordinary No. 2444/21 of 8 July 2025 amended the Sri Lanka Teachers' Service Minute — the 2014 instrument published as Gazette No. 1885/38 — and replaced the module-based Efficiency Bar requirement with three written examinations. The Public Service Commission then called applications for all three during 2026, and on 7 September 2026 granted a set of concessions on top. The tool above is those three gazettes and that decision, encoded as a rule table and a piece of date arithmetic.

Step 1 — which examination applies

The calling gazettes, not the Minute, are what name the candidates. Gazette No. 2494 of 19 June 2026 puts Class 3 Grade II, Class 3 Grade I and officers recruited directly to Class 2 Grade II in the first examination. Gazette No. 2498 of 17 July 2026 puts officers promoted or appointed to Class 2 Grade II from Class 3 in the second, and expressly excludes teachers recruited directly to that grade on a Bachelor of Education degree. Gazette No. 2503 of 21 August 2026 puts officers promoted to Class 2 Grade I in the third. No Efficiency Bar examination was called for Class 1 in this cycle.

Step 2 — the clock and the limit

Two of the three periods are published, and both are four years counted from a promotion rather than from your first appointment:

• second EB deadline = date of promotion to Class 2 Grade II + 4 years — Gazette No. 2498, “before completing four years in that grade”.
• third EB deadline = date of promotion to Class 2 Grade I + 4 years — Gazette No. 2503, “before the completion of four years from that promotion”.

The period attaching to the first examination is set by Gazette No. 2444/21, and the 2026 calling notice does not restate it. The government document archive does not serve that gazette on a direct path, so the tool will not put a date on the first Efficiency Bar. It names the examination, the September 2026 sitting and the gazette instead, and says plainly that the period is not published. A wrong date on a page a teacher plans a promotion around is worse than no date.

Step 3 — the concessions

The Public Service Commission's decision of 7 September 2026 is applied in order, and the first of the three short-circuits the calculation:

• C1 Grade I promotions between 23.10.2022 and 30.06.2025. Promotion to Grade I on or after 2022-10-23 and on or before 2025-06-30 → Exempt from completing the Third Efficiency Bar Examination for that promotion. The Public Service Commission's decision still requires it before the next promotion.
• C2 Conditional promotions. Promoted on condition that the previous grade's Efficiency Bar be completed first → That condition is relieved for the promotion already granted. The outstanding bar is still required before the next promotion.
• C3 Promotions after 30.06.2025. Grade promotion falling after 2025-06-30 and on or before the date of the relevant examination → The promotion is granted irrespective of module programme or Efficiency Bar completion. The examination requirement and its own deadline are unaffected.

Step 4 — the date arithmetic

Anniversaries are calendar-year additions in UTC: add four to the year and keep the month and day, clamping 29 February to 28 February in a non-leap year. Days remaining are calendar days between today and that date. Because both gazettes say the bar must be passed before the four years complete, a count of zero days is already too late — the tool bands it red, not amber. The deadline is then re-derived a second way, from elapsed service rather than anniversary addition: the officer must have completed exactly four whole years on the deadline date and exactly three on the day before it. The two methods must agree before the page shows the date, and all 24 hand-worked cases behind this page — including both edges of the concession window, a deadline falling exactly today, and a 29 February clock start — are executed on every build rather than trusted.

Rules on this page were checked against these sources on 25 September 2026. Three items are deliberately left blank rather than guessed: the period attaching to the first Efficiency Bar examination, the number of attempts permitted, and the exact consequence of missing a deadline. None is stated in a source reachable today, and the open questions are logged in the repository. The underlying circular on the 7 September 2026 concessions had not been issued when this page was written; the Public Service Commission decision is cited through the reporting of it.
