New Syllabus Sri Lanka: Which Grade Changes When

Sri Lanka's 2026education reforms are a rolling conversion, not a single switch. A grade converts to the new curriculum in one announced year and stays converted every year after it, so “has the new syllabus started?” has a different answer for every grade. That is why the newspaper line — “the new syllabus began in 2026” — misleads most of the parents who read it.

1. The conversion year for each grade

The Ministry of Education states that reform is implemented in Grades 1 and 6 in 2026. Its implementation circulars then take the secondary grades forward: Grade 7 during 2027, Grade 8 in 2028, and Grades 9, 10 and 11 together in 2029. Those are the anchor years. The remaining grades follow from them by cohort arithmetic, because a class moves up exactly one grade a year and carries its curriculum with it. Every row in the table below is marked published or derived so you can see which is which.

2. The cohort walk

For a student in grade g in year y, in year y + k they are in grade g + k. The curriculum in that year is one comparison:

curriculum(grade, year) = year >= newFrom[grade] ? “new” : “old”

The changeover year is the first year that comparison returns new. If the student passes Grade 13 before it ever does, they leave school on the present syllabus.

3. Examination years and formats

Each public examination is sat at the end of its own grade, so its year is y + (examGrade − g) — the Grade 5 scholarship at grade 5, the new skills assessment at grade 9, the O/L at grade 11 and the A/L at grade 13. Its format is then just the curriculum of that grade in that year, using the same comparison as every other row. No separate examination table is needed, which is what makes the Ministry's own published first-sitting years a real check rather than a restatement.

4. The cross-check that proves the table

The Ministry has stated that the first G.C.E. (O/L) examination under the reforms is conducted in 2029 and the G.C.E. (A/L) accordingly in 2031. Those two years are held in the data module separately from the grade anchors and are never used to build the track. Running the anchors forward independently gives 2029 for the first new-format O/L and 2031 for the first new-format A/L — matching the published years exactly. A third check confirms that no cohort is ever moved from the new curriculum back to the old, which holds only if each grade's anchor is no more than one year later than the grade below it. Together with the hand-worked cases, 19 of 19 checks pass at build time.

5. What this does not do

This tool says which curriculum applies, not what is in it — the National Institute of Education publishes the syllabi and teacher guides. It does not model scholarship cut-off marks, Z-scores, or the reported proposal to shorten school to 12 grades and move the A/L to Grade 12, which has not been issued as a circular.   Results are reported on a grade-point average rather than the present letter grades, so a student's standing is a number rather than a per-subject letter.
