How it works
The Sri Lanka Tourism Development Authority (SLTDA) publishes a single “Payment Structure for Tourist Establishments” schedule that sets the fee for every registrable category — accommodation (guest houses, home stays, boutique villas, hotels, bungalows, hostels) and related services (restaurants, spas, travel agencies and more). This calculator reads those fees straight from that schedule and applies the two statutory levies on top.
Each establishment has up to three fees before tax:
- Registration fee — a one-time charge paid only when you first enter the SLTDA register.
- License fee — an annual charge that keeps your registration valid, scaled by category and room band.
- Admin fee — a processing charge (Rs 10,000 for most categories; Rs 1,000–3,000 for home stays, bungalows and rented apartments).
Two levies are then added to each fee using the same fraction method the SLTDA schedule itself uses. For a fee F:
- SSCL = F × 0.025 ÷ 0.975
- VAT = F × 0.18 ÷ 0.975
- component total = F + SSCL + VAT
The levies are the Social Security Contribution Levy (SSCL) at 2.5% and VAT at the current 18% standard rate. The gazetted schedule was printed while VAT was 15%, so its printed totals use 15%. This tool reproduces those printed totals exactly at 15% as a cross-check, then re-applies the current 18% rate for the figure you actually pay — you can see both under the breakdown table.
New registration sums all three fees. An annual renewaldrops the one-time registration fee and charges only the License and Admin fees. A handful of categories place their fee in a different column between the two tables (a Travel Agency has no license fee to register but pays one on renewal; a Tourist Friendly Eating Place moves its fee from the admin to the license column), so both tables are stored verbatim rather than derived — the renewal figure is always the establishment's true recurring cost.
