How it works

A phone with no local launch has no local price. What it costs here is its overseas price, converted to rupees, plus everything Sri Lanka Customs collects on the way in. The calculator walks that in the same order Customs does, and every rate below comes from the schedule that sets it.

  1. Resolve the device price.Catalogue models carry the manufacturer's own launch price for the variant you pick, with the citation and the date it was checked stored alongside it. Where an official price could not be established, the model is left out rather than guessed at.
  2. Convert to rupees. The rate is the mid-market rate from the live feed behind our LKR exchange rate tracker, referenced against the CBSL daily indicative rates. It is editable, because the rate your bank gives you for a telegraphic transfer is always a little worse than mid-market.
  3. Build the CIF value. Customs taxes cost, insurance and freight, not the sticker price. On the courier route that is the device value plus what the courier charges plus insurance at 1% of the device value — the standard notional rate when no policy value is declared. Valuation on transaction value comes from Schedule E of the Customs Ordinance, which gives effect to the WTO Valuation Agreement.
  4. Customs Duty at 0%.Cellular phones under HS 8517.13 and 8517.14 carry a zero general duty rate. The line is shown anyway, because “phones are duty-free” is a half-truth people act on and then get a surprise at the airport.
  5. Cess at 25% and PAL at 10%, both on the CIF value. Cess comes from the Customs Tariff Guide's Cess schedule; PAL from the Ports & Airports Development Levy Act No. 18 of 2011 as amended.
  6. VAT at 18% and SSCL at 2.5%, both on the cumulative base of CIF plus Duty plus Cess plus PAL. This is the step most back-of-envelope estimates get wrong: VAT is not charged on the CIF value, it is charged on the value after the earlier duties have been added.
  7. The TRCSL IMEI fee.Sri Lanka's Mobile Device Registration Service charges Rs 200 per IMEI plus VAT. A dual-SIM handset has two IMEIs and so pays twice. This one is due on every route, baggage included — the allowance covers Customs duties, not telecom registration.
  8. The baggage route. One phone per arriving passenger, for personal use, clears free of Duty, Cess, PAL, VAT and SSCL. Steps 4 to 6 drop to zero and the cost is the device price plus the IMEI fee. A second handset in the same bag is fully dutiable, valued at transaction value with no freight or insurance to add.
  9. The shop price band. Landed cost multiplied by a 1025% reseller margin. This is the only figure on the page that is not derived from a statutory rate, which is why it is a slider you can move rather than a number we assert.

Because every rate is ad valorem on a base that is itself a fixed multiple of CIF, the whole stack collapses to one multiplication: taxes = CIF × 0.62675 + IMEI fee. The calculator computes it both ways — line by line and in one shot — and prints both, so you can check it against your own arithmetic. One honest caveat. Customs may assess a value from its own reference database rather than your invoice, particularly on a model it sees rarely. The figures here are an estimate built from published rates, not a quotation, and the officer at the counter has the last word.
