Sri Lanka Budget 2027: What Changes for You
The Budget speech is on 12 November 2026. Pick your situation to see today's rules, then the changes once they are announced.
How it works
This page does two jobs and keeps them apart. The first is to show the rules that apply today. The second is to list what the Budget changed, once the Minister has said it. Mixing the two is how a proposal ends up quoted as if it were law, so the page never does it.
The rules today. Each figure under that heading is read from the same data file as the calculator it belongs to: the income tax slabs from the tax calculator, the VAT rate from the VAT calculator, the EPF and ETF rates from the EPF calculator, the capital gains rate from the capital gains calculator, and the vehicle duty and surcharge from the import calculators. When one of those files changes, this page changes with it. There is no second copy to forget.
What the Budget changed. This list is empty until the speech. After it, each item is copied from the speech or from the Treasury's own summary, with a link to that source, the date it takes effect and a status. Nothing comes from a rumour and nothing is forecast.
From speech to law. The Budget speech is the second reading of the Appropriation Bill. It sets out the Government's plans. A tax rate, relief or duty changes only when it is published in a gazette order or passed in an amending Act, and each carries its own start date. Some take effect within days. Income tax changes often start at the beginning of a tax year, on 1 April. The status on each item says which stage it has reached.
The timetable below is the Treasury's, as reported on 12 July 2026.
- 12 November 2026Budget speech in Parliament, delivered by the President as Minister of Finance.
- 13 to 20 November 2026Second reading debate.
- Until 14 December 2026Committee stage debates and amendments.
What this page does not do. It does not guess. If you want to see how a possible change would affect you, put the new rate into the calculator yourself. Every calculator on the site works with the figures you type.
