How it works
Sri Lanka's central-government salaries are set by salary codes published in Public Administration Circular 03/2016("Salary Conversion 2016", Schedule I). Each code is a salary scale written as a segmented arithmetic progression:
Scale = Initial – (n₁ × inc₁) – (n₂ × inc₂) – … – Maximum
You begin at the initial salary (step 0, the figure on an appointment letter). Each completed year of service grants one annual increment. The first n₁ increments each add inc₁, the next n₂ each add inc₂, and so on, until you reach the published maximum at the top step. The finder above applies this method:
- Total steps N is the sum of the steps in every segment. Because one increment is granted per year, the years to the maximum equal N.
- Basic at step s (0 ≤ s ≤ N): start at the initial and add the increment for each of the first s steps, consuming segments in order. At s = N the basic equals the published maximum — the engine asserts this for every code, so a data error would fail loudly rather than show a wrong number.
- Year of service → step: the step equals the completed years of service, clamped to N. Beyond N the officer stays at the maximum (no further increments).
- Every figure is checked twice — once with a closed-form sum and once by walking the scale one step at a time. The two methods must agree to the rupee for the result to display.
All figures are the basic salary only. The cost-of-living allowance and special allowances are paid on top of the basic under separate circulars and are out of scope here. The 2025–2027 phased revision in Circular 10/2025 is a distinct calculation — a Rs 5,000 floor plus a phased share of the gap to a revised scale, not a flat percentage — so it lives in the dedicated Government Salary Increase Calculator.
