Sources cited: salary steps, academic-allowance rates and the Paid / Unpaid columns come from UGC Commission Circular No. 02/2025 (Tables 37–43, PDF pages 62–68). The three-stage phasing follows Public Administration Circular 10/2025 §3.8. Figures are monthly gross before APIT, EPF, ETF and the Widows' & Orphans' Pension deduction. How it works

Academic pay in a Sri Lankan state university is set by the University Grants Commission, not by the Ministry of Public Administration, and it uses its own family of salary codes, U-AC 1 to U-AC 5, published in UGC Commission Circular No. 02/2025, dated 25 March 2025and signed by the Director of the Department of Management Services at the General Treasury. The circular's conversion tables (Tables 37 to 43, PDF pages 62 to 68) are the source of every figure on this page.

The calculation runs in four stages.

  1. Revised basic salary. Each code is an arithmetic progression: a starting point and a fixed increment per step. U-AC 3 begins at Rs 94,400 and rises by Rs 2,400 for ten steps, then by Rs 2,940, then by Rs 3,900 to a maximum of Rs 187,820. The tool stores the published starting point and increment for each grade and rebuilds the step from them.
  2. Academic allowance. This is the part guesses get wrong, because it is larger than the basic salary. It is a percentage of the revised basic plus a fixed addition, and both rise with grade: a Lecturer gets 102% of basic plus Rs 1,800, a Senior Professor 126% plus Rs 17,000. Each rate is printed in the column header of that grade's conversion table.
  3. Full monthly entitlement.Revised basic plus academic allowance. That is the circular's “Total” column, and it is what you are entitled to, not necessarily what you are paid yet.
  4. The three-stage phasing. Public Administration Circular 10/2025 §3.8, which this circular adopts, pays the increase over three years. The net increase is the entitlement less your 31 December 2024 salary (basic, old academic allowance and the 20% additional allowance) and less the Rs 5,000 monthly allowance the new scale absorbs. Of that net increase, the first Rs 5,000 is paid immediately; 30% of the remainder is added from 1 January 2025, 65% from 1 January 2026, and the whole of it from 1 January 2027.

Two details decide whether the answer matches a payslip. First, the Rs 5,000 appears twice for different reasons, once as the allowance the new scale swallows, once as the slice of the increase released in full at stage one, and both deductions apply. Second, the circular keeps cents all the way through (the old 196% and 209% allowances produce them) and rounds each printed column half-up from its own exact value, which is why the paid amount is not always the total minus the unpaid amount to the rupee.

The engine is checked against the circular rather than trusted. It recomputes 395 printed figures across 79 salary steps and 9 academic posts, and 395of them agree to the rupee. One disagreement inside the source itself is worth knowing about: the summary table on page 13 describes U-AC 3 as switching to Rs 3,900 increments at step 25, which Table 40 (Senior Lecturer Grade I) follows exactly, while Table 39 keeps its Rs 2,940 increments to step 29. This page follows the conversion tables, because they are what the circular's own Paid and Unpaid columns are computed from.

Worked examples

Table 39, PDF page 63

Probationary Lecturer, U-AC 3 step 1

  1. 31.12.2024 salary: 54,600 basic + 144% allowance (78,624) + 20% (10,920) = 144,144
  2. Revised basic from 01.01.2025: 94,400
  3. Academic allowance: 91% × 94,400 + 1,200 = 87,104
  4. Full entitlement: 94,400 + 87,104 = Rs 181,504
  5. Net increase: 181,504 − 144,144 − 5,000 = 32,360
  6. Phased part: 32,360 − 5,000 = 27,360
  7. 2025: unpaid 70% × 27,360 = 19,152 → paid Rs 162,352
  8. 2026: unpaid 35% × 27,360 = 9,576 → paid Rs 171,928
  9. 2027: paid in full, Rs 181,504

Table 42, PDF page 67

Professor, U-AC 5 step 1

  1. 31.12.2024 salary: 117,350 basic + 203% (238,220.50) + 20% (23,470) = 379,040.50
  2. Revised basic: 198,280
  3. Academic allowance: 124% × 198,280 + 13,300 = 259,167.20
  4. Full entitlement: Rs 457,447
  5. Net increase: 457,447.20 − 379,040.50 − 5,000 = 73,406.70
  6. Phased part: 68,406.70
  7. 2025: unpaid 47,884.69 → paid Rs 409,563
  8. 2026: unpaid 23,942.35 → paid Rs 433,505
  9. Note the cents: the paid amount is rounded from its own exact value, not from 457,447 − 23,942.

Table 37, PDF page 62

Demonstrator, U-AC 1, the edge case

  1. A fixed salary: one step, no increments, and no academic allowance at all.
  2. 31.12.2024 basic: 41,095. Revised basic: 68,145.
  3. There is no 20% additional allowance on this code, so the baseline is the bare basic.
  4. Net increase: 68,145 − 41,095 − 5,000 = 22,050; phased part 17,050
  5. 2025: unpaid 70% × 17,050 = 11,935 → paid Rs 56,210
  6. 2026: unpaid 35% × 17,050 = 5,967.50 → rounds to 5,968 → paid Rs 62,178
  7. Treating this code like an academic grade would give an unpaid 2025 of 6,182, wrong by Rs 5,753.

Frequently asked questions

What this page does not cover

  • Non-academic university staff. The same circular publishes twelve more service categories (U-PL, U-MN, U-MT, U-MO, U-EX and U-AS). Only the academic U-AC codes are modelled here.
  • Deductions.APIT, EPF, ETF and the Widows' and Orphans' Pension come off the gross figures shown. Use the related tools below for those.
  • Non-salary payments. Research allowances, examination and marking payments, and administrative allowances for Deans and Heads of Department are set by each university and are not in this circular.
  • Promotion eligibility. The years of service and publication counts needed to move between grades come from the Scheme of Recruitment, a separate document.
  • Arrears. The tool states the no-arrears rule for January to March 2025 but does not compute a back-pay figure.

Sources & references

Every figure was re-read from the circular's scanned pages at high resolution on 2026-10-02, not from a text extract, the OCR of this document mis-reads digits. Three OCR errors were caught and corrected in the process: the Lecturer's old allowance is 164% and not 180%, the U-AC 1 revised basic is Rs 68,145 on both page 13 and Table 37 with no conflict between them, and the 2026 paid amount at U-AC 3 step 1 is Rs 171,928.
