National School Teacher Transfer 2027 Eligibility Checker

What this tells you

Pick your school's category and add the date you joined it. This then says whether the 8-year rule puts you on the compulsory list for the 2027 transfer year, which categories you may be moved to, which school you can never go back to, how long you must serve before a return opens, and, if you fill in the optional fields, whether an inter-provincial application carries priority and when your appeal closes. Every line names the clause it comes from.

How it works

Everything here comes out of one document: the Ministry of Education's compendium of national school teacher transfer criteria, reference ED/01/27/15/02-2026, effective 30 June 2026, issued under clause 3.4.iv of the National Teacher Transfer Policy (Circular 2007/20). Five scanned Sinhala pages with no text layer, read page by page and transcribed by hand on 2 October 2026.

Step 1, the service period. Clause 2.3 fixes one measurement date for the whole cycle: service at your present school is counted to 31 December 2026, not to the day you apply. The tool counts by anniversary rather than by dividing a day count, because “8years” in the clause means an anniversary. Clause 7.2 adds that personal leave, foreign leave, no-pay leave and periods of attachment all count toward it.

Step 2, the compulsory test. Service of 8 years or more on that date puts you on the compulsory list. The clause also names age 55, but clause 2.1.1 hands that limit to the Public Service Commission and clause 2.2 says a teacher past it moves outside their district only by consent, so age is a flag here, never a verdict. An off-by-one at the 8-year boundary is the only way this page could be wrong in a way you would act on, so the test runs two ways: an anniversary walk from your joining date, and the joining date plus 8years compared against the measurement date. The result says “counted two ways” only when both agree.

Step 3, where you may go, and when you may come back. Clauses 4.1 to 4.4 set the destinations from the category you serve in now: Category A moves only to B, C or D, while B, C and D move to any of the four. All four carry the same proviso, a Category A school where you served 3 years or more is closed to you permanently, with clause 4.1.1 the one relaxation, for teachers whose total Category A service is under 3 years. The same clauses set how long you must serve at the new school before a return to a school of your present category opens: 5 years from A, 5 from B, 3 from C, 2 from D. There is no universal minimum before a first transfer: clause 2.5 refers that to your own appointment letter, so this page does not guess at one.

Step 4, subject, priority, province and appeal. Clause 5.1 takes either your subject and medium of appointment or one taught within at least the 5 years nearest the transfer year. Clause 4.5 orders competing applicants for one school D, C, B, A; clause 4.6 breaks a tie inside a school by longer service. Clause 7.6.4 adds a priority test for a move to another province: no conditions in the appointment letter, more than 50 km between the two schools where the provinces are adjacent, and added weight for 5 years in a Category C or D school. Clauses 3.1 and 7.5.1 give 14 days from publication of the provisional list to appeal online.

These rules run against 25 hand-worked cases on every page load, the day either side of the 8-year boundary among them. The badge in the tool prints 25 of 25 from that run.

Worked examples

Category A teacher caught by the eight-year rule

Joined 10 May 2017 · born 20 June 1978 · six earlier years at a Category A school

  1. Service: 2017-05-10 → 2026-05-10 is 9 whole years; the 10th anniversary falls after the measurement date.
  2. Remainder: 2026-05-10 → 2026-12-10 is 7 months, then 21 days to 2026-12-31.
  3. Total: 9 years, 7 months, 21 days = 3,522 days (9 × 365 + 2 leap days + 235).
  4. 9 ≥ 8 → COMPULSORY under clause 2.3.
  5. Age 48 on 2026-12-31, below 55 → no age flag.
  6. Destinations: B, C, D only (cl. 4.1). Category A is shut, and cl. 4.1.1 does not reopen it because the earlier A service was 6 years.
  7. That earlier Category A school is closed for life, 6 ≥ 3 (cl. 4.1).
  8. Route back: 5 years at the new B/C/D school, then a different Category A school.
  9. List published 2026-11-10 → appeals close 2026-11-24 (cl. 3.1, 7.5.1).

Category D teacher, not compulsory, one school closed for good

Joined 15 January 2025 · four earlier years at a Category A school

  1. Service: 2026-01-15 is 1 whole year; the 2nd anniversary falls after the measurement date.
  2. Remainder: 2026-12-15 is 11 months, then 16 days to 2026-12-31.
  3. Total: 1 year, 11 months, 16 days = 715 days. 1 < 8 → NOT compulsory.
  4. Destinations: A, B, C and D are all open to a Category D teacher (cl. 4.4).
  5. But the Category A school with 4 years of service is permanently closed, 4 ≥ 3.
  6. If transferred now: 2 years at the new school before a return to a Category D school already served at (cl. 4.4).
  7. Applying is still allowed, clause 2.5 is open to any teacher expecting a transfer.

Edge case, one day either side of the eight-year line

Two Category B teachers, joining dates 24 hours apart

  1. Teacher 1 joined 2018-12-31. Service to 2026-12-31 = exactly 8 years, 0 months, 0 days (2,922 days).
  2. Clause 2.3 reads “8 years or more”, so landing exactly on the anniversary counts → COMPULSORY.
  3. Teacher 2 joined 2019-01-01, one day later. Service = 7 years, 11 months, 30 days (2,921 days).
  4. 7 < 8 → NOT compulsory, and nothing obliges them to apply this cycle.
  5. Cross-check: adding 8 years to 2018-12-31 gives 2026-12-31, which is on the measurement date; adding 8 to 2019-01-01 gives 2027-01-01, which is after it. Both methods agree with the anniversary walk.
  6. A single day decides it, which is why the measurement date in clause 2.3 matters more than any other figure on this page.

Two things this page deliberately does not do. It publishes no marks or points score, because the Ministry publishes none and clauses 4 to 7 are a rule set rather than a rubric. And it does not hold each school's A to D category: that list is Annex 01 to the criteria and is not part of the five-page file, so the category is an input here and your principal or zonal office is the place to confirm it. The clauses were last checked against the sources above on 2 October 2026, and are due a re-check by 30 April 2027, clause 2.3 is rewritten every cycle and the threshold has already moved from 10 years to 9 to 8.
